Pinkney Meeting called to order at 10:05amMeeting Agenda adopted, as amended - click hereMinutes of the previous Board meeting were received/adoptedDelegations - starting at 11:00am:1) TELUS -- Jarred Anderson, Local Government Relations Lead, and Mike Hemmingway, Manager - Community and Service Delivery, Cariboo Region, appeared virtually to provide an overview of TELUS' current operations in the CRD and ongoing initiatives to bring TELUS PureFibre to more residents in the region, project timelines and service availability plans, infrastructure investment and economic benefits for the region, and opportunities for partnership and community engagementPresentation here2) Bill Lloyd, Director and Elaine Armagost, Secretary from the Horsefly River Roundtable appeared before the Board to discuss the use of biosolids on agriculture land within the Cariboo Regional DistrictPresentation hereFollowing each presentation -- a Question/Answer period ensued...The Chair thanked the presenters for their time/informationBusiness:1) Development Servicesa) The Board gave direction to the following Planning Bylaws: i) North Cariboo Area Rural Land Use Amendment Bylaw No. 5579, 2026 1st and 2nd Readings (Area A/9475 Lavally Rd and 3002 Fridlington Rd) and adoption be subject to: * The applicant offering to enter into and entering into a Section 219 covenant to ensure compliance with the CRD Shoreland Management Policy with respect to sewage disposal and riparian protection.* The applicant offering to enter into and entering into an agriculture covenant to ensure compliance with the provisions of the CRD Agricultural Policy with respect to fencing and buffering of the property line of proposed Lot 1 and that the cost of registration of the shoreland management covenant and agricultural policy covenant be borne by the applicantStaff were directed to schedule a public hearing prior to consideration of third reading of Bylaw #5579, 2026ii) South Cariboo Area Zoning Amendment Bylaw No. 5569, 2026 3rd Reading/Adoption (Area G/3045 Maze Forbes Forest Service Rd)iii) Williams Lake Fringe and 150 Mile House Area Zoning Amendment Bylaw No. 5558, 2026 1st, 2nd, 3rd Reading and Adoption (Area D/Soda Creek Rd) iii) Williams Lake Fringe Area Official Community Plan Amendment Bylaw No. 5547, 2025 Adoption (Area D/1875 Fox Mountain Rd) b) The Board authorized a Provincial Agricultural Land Commission application for subdivision pertaining to District Lot 12218, Cariboo District, Except Plans 16606, 16789, 16849, 16983, 17070, 23094 and PGP42518 for submission to the Provincial Agricultural Land Commission with a recommendation for approval, subject to favourable rezoning (Area A/4670 Quesnel-Hydraulic Rd)c) The Board approved, in principle, a Temporary Use Permit (TUP) application pertaining to Lot B, District Lot 7443, Lillooet District, Plan 32415 to allow the subject land thereon to be used for a recreational vehicle work camp subject to a public information meeting being held and that formal approval of the TUP be subject to: * No additional structures associated with the use of the RVs are permitted.* A total of 66 recreational vehicles is permitted.* Any liquid waste generated must be disposed of in compliance with local and Provincial regulations.* Road access to the subject property approved by Ministry of Transportation and Transit.* Applicant receive industrial camp approval from the Interior Health Authority.* That sedimentation from the proposed swales is controlled and prevented from entering any watercourse or waterbody and a proposed plan for such be submitted to CRD staff.* That the applicant provide proof to CRD staff that the proposal will meet the BC Fire Safety Act.A 15 m (49.21 ft) vegetative buffer from the property lines along Highway 24 and Highway 97 as shown in Appendix B be maintained(Area G/5445 Highway 24)d) Staff were directed to undertake public notice and facilitate a public information meeting, at the applicant’s expense, with respect to the Board’s consideration of a new covenant registered on title of Lot 7, District Lot 4856, Lillooet District, Plan KAP29128, limiting the permitted accommodations to a maximum of 74 campsites or recreational vehicle sites, 11 housekeeping units, a lodge and that all other provisions of the Tourist Commercial C 2 zone apply, and the subsequent discharge of covenants KK62339 and KN74185Any changes to the covenants be subject to:The building infractions for the cabins be resolvedA building permit for the existing single-family dwelling be issued And that all costs associated with drafting, registration, and discharge of the covenants be borne by the applicant(Area G/5636 Timothy Lake Rd) CONTRARY TO THE MOTION: Director B. Bachmeier (Area "B")Meeting recessed at 11:00amMeeting resumed at 11:02am Delegations — see at topFollowing Delegations — the Board recessed at 11:55am for lunchMeeting resumed at 12:30pm2) Closed Board SessionAt 12:32pm -- the Board recessed its' Open Meeting to conduct a Closed Meeting as per Sections 92 + Section 90(1)(f) & (g), and 90(2)(b)(i) of the Community Charter [law enforcement, litigation and confidential negotiations between the Regional District, Provincial/Federal Governments and a 3rd Party] At 1:04pm -- the Board resumed its' Open Meeting 3) Environmental Services: a) The Board directed that the 103 Mile Water Service Area boundary be amended to include Lot 3, District Lot 1111, Plan KAP50210, Lillooet District, and that the appropriate signatories be authorized to enter into the necessary legal agreement with the property ownersb) The Board directed that the 2026 south sewer and water utility budgets be proportionally increased by a total of $30,000, for the purchase of a field service truck4) Community Servicesa) The Board directed that up to $10,000 to support a request from the Forest Grove and District Recreation Commission Society for an insulation and heating upgrade project at the Forest Grove Community Hall be approved from the 2026 Community Hall and Recreation Facility Energy Efficiency and Water Conservation envelope of the Community Works Fundb) The Board gave approval to submit NDIT/Northern Development applications, as follows: * Tatla Lake Community Association Disc Golf Course ($30,000 to NDIT Community Space Funding) * Roe Lake and District Recreation Commission ‘Keeping the Lights on for the Community’ Generator (Recreation Infrastructure) [$39,068.93 for purchase and installation of a backup generator via NDIT Recreation Infrastructure grant stream]* Chimney and Felker Lake Landholders Association Golf Course Bridge Replacement [Recreation Infrastructure stream for $26,280 to replace the two bridges at the golf course5) Financea) The Board received/ratified the Monthly Expenditures Board Summary Report and Mastercard Summary Report for the month of July 2026, in the amount of $1,607,816.10b) The Board approved a Permissive Tax Exemption for the Royal Canadian Legion, Branch 261 – Forest Grove and directed Staff to bring forward the necessary Bylaw to a future Board meetingc) The Board received a Request for Sponsorship Funding – WLFN/Williams Lake First Nation Annual Competition Pow Wow, August 28 – 30, 2026 and directed that $3,000 be approved from the COVID-19 Safe Restart Funds allocated for First Nation Reconciliation 6) Administration a) The Board authorized Letters of Support to Fund Forestry Projects in the Cariboo Chilcotin at request of Central Chilcotin Rehabilitation Ltd and for PSI Group and Omineca Mining and Metalsb) The Board received "Information-Only" items and following discussion authorized the following: i) That a letter be forwarded to BC's Minister of Environment and Interior/Northern Health requesting that her Ministry reconsider their "Algae Watch" program and it include an in-person verification process following receipt of public reports of Algae on public lakes ii) WHEREAS a Town Hall meeting and email consultation were held in July 2026 to gather community feedback on zoning, bylaw enforcement, and land use issues in the Deka Lake area;AND WHEREAS Director de Vries has prepared and submitted the Deka Lake Community Feedback Report July 2026 summarizing the key themes, areas of consensus and divergence, and recommended next steps from residents;NOW THEREFORE BE IT RESOLVED that the Cariboo Regional District Board:Directs staff to review the report and provide high level recommendations to the January 2027 Regular Board Meeting on the following matters:* Options for a pause on new enforcement actions and fines (other than complaint-driven cases) in the Deka Lake area pending completion of the Interlakes Official Community Plan review;* A formal review and possible amendment of the Interlakes Official Community Plan with focused attention on the Deka Lake Settlement Area;* The feasibility of introducing a new zoning category (such as Rural Recreational Residential) to better accommodate small lots and seasonal/recreational use;* Development of practical guidelines for RV covers, holding tanks, seasonal structures, and transition pathways for existing non-compliant setups; and* Improvements to communication, education for new property owners/realtors, and Bylaw enforcement practices.And further that the Deka Lake Community Feedback report be brought forward for discussion to the September 10, 2026 Committee of the Whole meeting7) Corporate Bylaws a) The Board gave 1st, 2nd, 3rd Readings/Adoption to Cariboo Regional District Water Services Management Bylaw No. 5587, 2026 (Area H)b) The Board gave 1st, 2nd, 3rd Readings/Adoption to Solid Waste Curbside Fees and Charges Bylaw No. 5588, 2026 (Area E) Chair's Report The Board received a report from Chair Wagner covering her recent activities....
